A discovery was made this week regarding the (former) Kandiss Taylor campaign for governor of Georgia.

The Georgia Government Transparency and Campaign Finance Commission, formerly known as the State Ethics Commission, collects campaign contribution disclosure reports, personal financial disclosure reports and lobbyist disclosure reports. The Commission serves candidates and elected officials for state and local governments, advises and educates the public on aspects of the Campaign Finance Act, and investigates potential campaign finance violations.

They monitor as many filings as they are able, however, the transparency systems within which citizens can quickly inspect the personal finance, along with campaign expenditure and contribution reports of public officials and candidates exists largely for the public to monitor. There is a system for filing complaints regarding concerns over finance ethics, potential lobby law violations, and perceived conflicts of interest. Public officials may also file vendor and business transaction disclosures.

A spokesman for a staff attorney of the Commission informed The Georgia Record directly that a case has been opened regarding the failure of the Kandiss Taylor Campaign to file her personal financial disclosure statement in a timely manner.

If one searches 'Kandiss Taylor,' a list of 20 e-filings appears on the screen, a majority of the reports due were filed late, some many months late. For example, all of her campaign contribution disclosure reports from 2021 and 2022, through the primary election, were filed on 8/11/22, far outside of the citizen ability to see her financial activities before they voted. Additionally, all ten of the 'two business day reports' which are $1,000+ contributions received just prior to the 5/24/22 primary election were filed on 7/13/22 or 8/11/22. These filing are extremely late and well beyond the ability of citizens to see the transactions.

The Georgia Record was relaunched in June of 2021 and has been extremely successful fighting corruption in the state named after King George of England. The original paper was started in 1899 and published into the early 20th century. In 2020, CDM (Creative Destruction Media) acquired Johns Creek Post and brought back The Georgia Record to better represent the state rather than just Johns Creek News.
