• The Odd Connections Between David Becker, Georgia Election Officials, Sunoco Oil And A GA Election Organization You Likely Have Never Heard Of

    In telling the story - it's hard to judge where to start, but let's begin with David Becker.  Mr. Becker founded an organization known as the Center for Election Innovation and Research, better known as CEIR.

    Prior to forming the organization Becker was a Director at PEW Charitible Trust and founded the Electronic Registration Information Center (ERIC) with which Georgia contracts to “clean” our voter rolls. 

     

    A number of States have already exited their agreements with ERIC citing a variety of concerns including errors, lack of information regarding their operations and security measures.  In at least one case, an official from another State travelled to ERIC' listed headquarters only to find no evidence of systems or staff at the address listed.

    PEW Charitible Trusts, where Becker was a Director, gets its name from the PEW family who made their fortune largely through Sunoco Oil.

    Georgia Secretary of State, Brad Raffensperger and Jamie Raskin, (Representative from Maryland and member of the infamous J6 Committee) were highlighted speakers at CEIR’s “secret” meeting in Washington DC last year.

    David Becker also started EOLDN, Election Official Legal Defense Network claiming election officials around the country needed a method for protecting themselves legally.

    Of the 36 people listed on EOLDN’s Advisory 6 or almost 17% are from Georgia’s election offices:

    Jordan Fuchs was on the phone during the infamous Trump/Raffensperger phone call on January 2, 2021. Sources report that Jordan Fuchs or an associate may have been the party(s) to actually record the call.

    Dekalb County Election Department contracted with Konnech, Inc. for certain services despite having be advised that Konnech and its CEO were under investigation regarding possible theft of election worker personal identifying information (PII) along with other election information and movement of that information to mainland China.

    Kirk was observed attending David Becker's CEIR meeting in Washington D.C. last year.

    Lindsey was removed from the Georgia State Election Board recently after citizens called for his ouster for failing to support investigation of election irregularities and failing to refer Fulton County to the Attorney General for investigation of the more than 130 election violations found by the SEB. Lindsey works with a Global law firm Dentons.

    Brad Raffensperger has gone on national telecasts claiming that Georgia has the cleanest voter rolls in the nation yet multiple independent organizations show that simply isn't true. For example, the Election Assistance Commission (a government agency) indicates that many Georgia Counties have more voter registrations than current voting-age residents within the county.

    FireFly "secret" communications portal

    In past months The Georgia Record reported on the existence of a “secret” communications portal (known as "FireFly") being used to facilitate communication between the Secretary of State's offices and Elections Offices across Georgia (and perhaps others.)

    Attempts to gain information about the portal through Open Records requests were unsuccessful. Read our previous report below:


    EXCLUSIVE BREAKING:  GA Secretary Of State Office Communicating With County Elections Offices Via “FireFly” Application, Undisclosed To The Public

    The Georgia Record has learned that Republican members of the State Election Board, were NOT given access to the FireFly portal (even after making formal requests for access) but sources report that Sara Ghazal, the Democratic member of the State Election Board, has had access for several years and reportedly still has access.

    Recently, The Georgia Record learned of an election organization unknown to many Georgians:

    Georgia Association of Voter Registration and Elections Officials  “GAVREO”

    While information on the organization is somewhat challenging to find, we were able to learn that the GAVREO organization claims it’s current CEO as one Travis Doss.    Linkedin lists Doss as W. Travis Doss, Jr. Executive Director of Richmond County Board of Directors.

    The officers in the previous years GAVREO filing included Joseph Kirk (who sits on Advisory Board of EOLDN, see above); Mandi Smith, Election Director of Forsyth County; and Sabrina German,

    A review of the Georgia Ethics site reveals that GAVREO employs TWO lobbyists:   Marcia Rubensohn and Mrs. Christina Searles Tai.

    A review of the clients served by these two lobbyists reveals that BOTH have PEW Charitable Trusts as a client.    A further search of the ethics reporting system shows that ONLY these two lobbyists are listed as supporting PEW Charitable Trusts in Georgia.

    This then leads us to several questions:

    What advisory guidance or information are elections officials from Georgia providing to EOLDN, CEIR  and/or ERIC?

    Why do Georgia election officials play such a large role in the EOLDN Advisory Council? (17% of total members) What role if any do they play in CEIR or ERIC?

    What is the purpose and mission of GAVREO?

    How does GAVREO afford to employ lobbyists and for what purpose?

    What connections exist between David Becker, PEW Charitable Trusts and lobbyists for PEW who also support GAVREO?

    How do GAVREO members communicate with the Secretary of State's Office and with other GAVREO members?

    Why does the Democratic member of the SEB Sara Ghazal have access to the communications portal "FireFly" when the Republican members do NOT?

    Does GAVREO have access to FireFly? If so, is this appropriate since Open Records requests seem to be unsuccessful in uncovering what is being sent through the portal? Does this lack of visibility/accountability violate Georgia's law regarding public access to records?
