Visitors passing by the U.S. Capitol today noted the American flag flying at half staff (typically signifying a death) and upside down (which according to US LAW is only done "as a signal of dire distress in times of extreme danger to life and property." No one has issued a statement explaining whether the flag was flown in this configuration by mistake or for another purpose.
